Peter was formerly Professor of Constitutional Law at the University of Hong Kong and described as “ one of the leading scholars of the Hong Kong legal system" (Chan Wing Cheong). He was Editor-in-Chief of the Hong Kong Law Journal, and has written books and articles on Hong Kong's constitution and legal system. He gives annual lectures on international law at the University of Macau.
